About this programme

Our services:

We provide advice on legal and financial issues for Horizon Europe (HE).

The goal of Horizon Europe is to contribute to building research and innovation capacity in all participating countries. Kosovo currently participates as an Associated Country.

Target group:

Universities, Universities of applied sciences, Associations (non-profit), Authorities, Competence centres, Large companies, Research facilities, Single researchers, Small and medium-sized enterprises (SMEs), Start Ups, etc.

The programme is based on a number of European Commission decisions, including:

  • HE Framework Programme Regulation 2021/695

https://eur-lex.europa.eu/eli/reg/2021/695/oj

  • HE Specific Programme Decision 2021/764

https://eur-lex.europa.eu/eli/dec/2021/764/oj

  • EU Financial Regulation 2018/1046

https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex%3A32018R1046

HE is structured with 3 Pillars and a Widening effort. HE’s priorities offer a number of different funding programs and each Pillar and the Widening effort has a number of priorities and target areas of research interest.

What is your first step if you are interested in applying for one of the projects in the HE programme?

The place to start is the webpage of Horizon Europe’s Funding and Tenders (F&T) Opportunities Portal.

Applicants should first determine which research area aligns with their experience and expertise.  Applicants then require a comprehensive understanding of the legal framework, work programs, funding rules, structure of Horizon Europe, objectives, processes, as well as conditions and criteria for participation.

Detailed information may be found on the Horizon Europe website. The European Commission has posted a considerable number of online presentations and various examples to assist interested parties. Applicants should also contact the relevant field NCP for each Pillar in your country for advice on legal and financial matters.
